川普11月8日當選後，幕僚列出安排通電話的外國領袖名單，小布希政府時代國安官員、大陸與台灣專家葉望輝（Stephen Yates）表示：「台灣很早就在名單上。通話計畫安排好之後，有人跟我說總統當選人川普將聽取簡報。他們知道這通電話會引發後續反應，還可能還會招致反彈」。

格瑞尼爾等人指出，川普和蔡英文通話，是在他和大陸國家主席習近平通電話約兩週後。格瑞尼爾表示，川普和蔡英文通話時並未提及實質事務，「沒有討論政策，參與的每個人也都相當了解『一個中國』政策」。

華郵今天也引述可能曾參與川蔡熱線規劃、或聽取相關簡報的人士報導，這段歷史性通話，是川普幕僚擘畫對台往來新政策，暗中準備和商議數月的成果，準備工作甚至在川普還沒贏得共和黨總統提名之前即已展開。

曾對川普交接工作提供建言的國務院前官員格瑞尼爾（Richard Grenell）也表示：「元首通電話，自然都經過妥善規劃。」
